"There is a problem with your game's setup. Please reinstall your game."

I have The Sims 4 via Steam and I've tried reinstalling it twice already. I took my mods folder out and verified the game files as well. Nothing seems to be working. I've looked at other threads for a fix but they focus more on the EA app management which I'm unable to do. Please help!!
