When moving the camera (Sims 3 camera), occasionally, or rather regularly the camera jumps around, almost like it's skipping frames or the camera could be freezing for a split second at points, either way camera movement is very choppy, mostly noticeable in City Living although present in other worlds too.
Could you post a DxDiag? This gives us a bit more information into your system and what is going on.

Already tried all of those steps, no difference.
Do you have this only in live mode or also in build mode?
Could you try a new save file or a different house to compare?
Same in every save, and yes only in life mode. Build mode is smooth as butter.
What your describing sounds like stutter, the sims 3 and the sims 4 does stutter when the fps drops, and the fps DOES drop in this game no matter what pc you play on.
Considering you do have the GTX 1080, have you made sure vsync is enabled in game and in Nvidia control panel?
I’m getting fps drops too, and yes I have v sync enabled in the control panel.
