What your describing sounds like stutter, the sims 3 and the sims 4 does stutter when the fps drops, and the fps DOES drop in this game no matter what pc you play on.
Considering you do have the GTX 1080, have you made sure vsync is enabled in game and in Nvidia control panel?
I’m getting fps drops too, and yes I have v sync enabled in the control panel.

Both games do stutter when moving the camera especially when you have more then one lot in view. ts3 did this with 4 different graphics cards and ts4 i tried with 2 different systems and both had the same stutter. When paused or in build mode the game is smooth it's only in live mode.
RTSS (RivaTunerStatisticServer) program does help somewhat.. it caps the fps better then the control panel does and helps smooth out some stutter in games.
