Unable to download packs

On the EA app it says that I have the pack Discover University installed, but when I go into the game it says "content not available to you." I've deleted all custom content and restarted my computer multiple times but nothing I do seems to work. Also it's not just discover university  in this mess I've tried making a new EA account which also has not worked and now I'm down 80.00-ish dollars.
