Unable to Plant Seeds (Gardening) in Apartments
So this bug is specific to apartments. When my sims live in an apartment, and they attempt to plant any seeds in a pot, the 'plant' option doesn't appear at all. The seed packets have an option to 'open' but when you open them they just disappear from your inventory or the ground. If you have a plant, the option to plant it simply doesn't appear no matter what I do. Whether it's on the ground, in the pot or in your inventory. The only options you get when you click on the plant pot itself, are to order seeds.
I briefly play-tested it, and concluded that it can be any apartment in San Myushino. It doesn't happen on home lots, or rentals. Doesn't matter which sim I use, whether it's my normal family or one from the bin. My game has no mods or CC. Cheat codes don't influence it, and your sims can plant seeds at non-rental non-apartment lots in San Myushino. The change appears to have been triggered either when I downloaded the game update that came recently with Paranormal Stuff, or when I downloaded the packs: Paranormal Stuff, Spa Day, and Get Together.
The real issue with this is that it corrupts everything in the game. None of your sims will be able to plant seeds.
The only way around this, is to completely delete the Sims 4 from your documents folder. From there you can restart the game. If you install from a backup, it'll have the gardening bug. Optionally, it does seem you can reinstall your sims from the gallery and the family isn't corrupt (I was super happy about this!).
The only way I've found to avoid this happening, is to not use apartments.
