Unable to Use Family Bulletin Board

How often does the bug occur? Every time (100%)
What is your current game version number? 1.65.70.1020
What expansions, game packs, and stuff packs do you have installed? All EPs, GPs, and SPs except for Luxury Party Stuff, Perfect Patio Stuff, Cool Kitchen Stuff, Spooky Stuff, Backyard Stuff, and Fitness Stuff.
Steps: How can we find the bug ourselves? Select any option on the Parenthood Family Bulletin Board.
What happens when the bug occurs? Sims will wave their arms around like something is in the way.
What do you expect to see? To be able to use the board
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system?

Even if I move it on to a blank wall with nothing in the way of it the Sims still aren't able to use it. I used to have it above a kitchen counter and that worked perfectly (yesterday) but all of a sudden it didn't. So I moved it to a bunch of different places in the apartment and it just doesn't work. I'll even move my sim directly up to the wall but she still says something is in the way.
