To the best of my knowledge, I haven't bought anything that needed to be downloaded, it appears to be like 99% "installed" when it stops and locks the content. I was playing 3 hours ago and everything was fine. Tried taking out the mod folder. Same thing happened. Frustrated doesn't even come close...
abb9639a52c44728 Try clearing the EA App's cache:

and repairing the game (EA App > Sims 4 > Manage > Repair). That would give you the updated version, and it should also fix the kind of issue that would make the EA App think your game isn't updated when it already is.
If this doesn't help, please post a screenshot of the error, or any message you see from the EA App, for reference.
