a008c2a66c90001d I doubt Sims 4 could use 16 GB VRAM if it tried. When I play at 2560x1440, it uses more like 2.5 GB, possibly approaching 3. While 4k contains 2.25 times the pixels, the VRAM used doesn't increase linearly, so I'd expect something in the neighborhood of 5 GB max before you accound for custom content, and maybe less than that.
As for the cc used, if it's high enough to drive up RAM usage by more than a couple of gigabytes, it's high enough to drag down performance due to the game engine, to the point where you wouldn't be able to use that much of it due to the game's limitations, not your PC. ReShade does have an impact, but here again, it's not that large when using presets that actually work okay with the game.
This build is massive overkill for Sims 4, and I wouldn't never tell anyone they needed this much power (or to spend this much money) just for the game. But if you want this build or something like it for other reasons, it'll do great with Sims 4.
