CordeliaDoll​  Are you worried about the blue circular arrows icons?  Those are a sign of OneDrive syncing.  If you'd like to address that part, please choose the relevant section of this guide:

At the very least, please pause OneDrive syncing and rename this folder again, or remove it; then try again to play.  OneDrive redownloadin your files isn't going to help if the issue is something in the user folder.

If the game still won't open, please provide a dxdiag.  Click Windows key-R, enter dxdiag in the run box, wait for the scan to finish, click "Save all information," and save the file to your desktop.  From there, you can attach it to a reply using the paper clip (Attachment) icon included with the other formatting buttons.
