Why Can't My Sim Enter The Hot Spring?

I just started playing the Snowy Escape pack and when I went to the onsen and clicked the hot spring so that my sim can go in, the options are just grayed out? I tired a few different things (waited for other sims to leave, made my sim dress in a bathing suit first) but nothing is working... Why can't I get my sim to use the hot spring?
