I find just leaving them alone and not letting them work hard allows them to eventually level up and get promoted, it just happens much slower. I've noticed it tends to happen when I'm playing multiple sims with careers. Be nice if they'd fix it.

I know it's old, that's why I hoped someone had an answer here. Seems silly to create a whole new thread that's exactly the same, but okay.
