Community ManagerI suppose it is a little subjective but minimum specs will run the game whereas the recommended specs will run the game well.
There are many variants of this and since the linked page only specify the maximum that can be in the top model the link is of no use. We would need the specs. of exactly which version you are talking about. Of course if that is the top model then you will have no problem running the Sims 4 on it.
