Arid apartments task “leaky roof”

I am stuck at the “fix leaky roof” task during Arid Apartments mission (Sim Springs). 
The task requires I fix 4 leaky roofs, I fixed 3 of them and the last one is nowhere to be found, no exclamation mark bubble is shown in anywhere either.
