Calling all Sims to the location is hard.
Can't clear all sims to a location in the quest. The Simtown have all 16 Sims . What should I do?

This only applies to the sims that are in Santa's Workshop
Go to the Sim tracker, click the house button on all of them
Another option is to go to a regular house and pull up the Sim tracker and click the whistle on all of them
Please note, that is a Sim is busy, there will be no house or whistle button available
