Cannot build sunset mall. Game Ask me little pretty planters

Cannot build sunset mall.

other quests are finished. Bus for building sunset mall, the game ask me LITTLE PRETTY PLANTERS. But cannot do it because, i've non sunset mall. Help me!!!
