Can't start building as another building already under construction. But there is no other building.

Hello all,

"Can't start building <insert building name here> as another building is already under construction."

This is the notice I keep getting whenever I try to build anything. I'm on level 17 and trying to build the Elementary School but no luck. I cannot find this "other building" the game is talking about. I've uninstalled and then reinstalled the game but saved my data to the cloud because I didn't want to lose my progress and in-app purchases. I am playing on a new Android phone. Is it a glitch or am I missing something? Anyone else have this problem before?
