Error with update

I am attempting to level up, my only task left on my simdex is to progress a development site. But the next development site I need to level up, can only be started at level 38 and I’m at level 30. It is an error from the last big update. So no matter what I build in town, I can’t level up

Sims Springs is not the only place that have development sites

Go to the Simdex, clipboard with the green plumb bob, under the Bunny and Calandar > Simdex > filter > development sites (see pic)

See if there are any you have not yet done, personally I don't really care for those, so most of mine shows 0/x
