Having Trouble

Been having trouble getting into the game, when I click on play, there is an error message.

My max sims at level 65 vip 15 is 43… why?
I’m told I should at least have 46 sims at level 60. However I’ve reached level 65 and I’ve spent lots of money to get to vip level 15. Why don’t I get the other 3 sims?
