Impossible to upgrade workplace

I am totally blocked and cant upgrade anything at the police station since I paid to upgrade the welcome place. It’s like the uprading never ended and it is written that I have to pay 0 to end it but when I click it says that I have to pay to be a level 7 VIP. So, I am completely blocked in my profession since 2 weeks despite asking for help several times…
