I have for months been stuck on leveling my police to 8. It says they need to serve 25 customers to get that level and I never can because I will get stuck with a bunch of npcs that can't be helped. I don't see any hobby supplies for police at home. Please help. Thanks

Earn, trade resources to unlock the rooms needed to help the customers
Sell or trade what you currently do not need to make room for resources that you DO need to unlock rooms
only have one professional with a path (metro/special) working with one that does not have a path
earn more resources with workers that is not on a path
unless there is a hangaround from a previous shift
no new customer will require a room that is for metro/special if no metro/special is currently working
these shifts without metro/special will build up resources to unlock the rooms for the metro/special an will give you coins to expand your storage
