Since planting on garden plots on home lots has been removed, all you can do is asking the Online Support for help. The three dots at the bottom right ->Info -> Online Support and the the square talk bubble on the upper right.

Did you problems get solved? I have the same problem and the EA support keep playing dumb and avoid my question
I went to support team and the first time the support person said they fixed it for me and to restart the game. That didn’t work so I tried to contact them again. I went through the same thing and still nothing! It’s so frustrating. Let me know if they help you.
