Police Badges disappearing

My badges that I collect return to 0% after each shift. They use to stay until next shift so you could collect them. Now you have to collect all in one shift? That's going to near impossible when your not giving the bubble. I am trying to promote to level 9 Detective. I had 80% yesterday now today it's back to 0%. Is this normal game play or glitch?
