Here is what I found on Fire Monkey's site using the link I posted for support.

Download is stuck
If your download of the additional content is stuck at 0.0 kb/s please try the following steps to complete the download:

Update to latest OS version
Turn wifi off/on
Force close and re-open the game
Turn off “auto-lock” options in device settings
Do not use any other apps throughout the download process
Ensure the game stays on during the download process

😕😔 tried it also! Doesn't work! I'm feeling sad cause this is one of my favorite games.

You need to contact fire monkey they are the developers of the game. Just go to this post and click on the link, which will take you to their form.

Hello all you frustrated Simmers.  Good news, the bug has been fixed and you can get back into your game via a Google Play update - yay.  I have done so and opened my game and thankfully all the content is there except for missing the live time event.  As suggested in the info update, I have put in a request via FM to have my Hacienda Live Event Reward given as I had virtually completed it.   Big thank you to everyone for various inputs keeping us updated and especially to the team at FM for fixing it.
