Sim stuck/whistle icon gone

Ok, so... I had two Sims I sent to work in the movie studio.  One sim went, the other didn't.   The sim who went(and all other sims) are fine.  The sim that failed to go to the movie studio however,  has been stuck for several days.   

The whistle icon in the sim tracker is gone for one certain character.   

I closed the app and restarted it a couple times. 

I checked for updates, my game is up to date. 

I restarted my phone... she's still stuck. 

I had her quit her job, and start a non playable carrier,  she's still stuck.  

I moved her to a different house, because it let me move her to a different house but I can't call her to any public lots, she can't do quest stuff.  All I can do is send her to work and that's it.  

I don't have video of it because I don't know how to do that. I do have a screenshot.  

I play on android, a Samsung galaxy, a5 I think.  I've never had problems before,  and the only other glitch sorted itself out after a restart.  

I waited because I thought it might work itself out but it's not.
