Sims FreePlay add sim issue

I’m at level 9 and I’ve done all the quests I need in order to level up except for one which is add a Sim, but I have 8/9 Sims in my town and it will not let me add another one. It tells me I’m at my max capacity, but if I can’t add a sim, I can’t level up. What do I do? Someone please help🙏🥲

I'm having the same exact problem, says I'm at my "Sim cap" even though I see 8/9 on my Simtracker.

There’s a pregnant Sim in your town and her baby counts for the Sim cap already. Creating the baby when it’s time will fill the requirement.
