Snow chalet

Since the Sims Free play brought back the Snow chalet request, I started it. But why do I have to start over completely from the beginning? I already have all the kitchen, bedroom, etc. Stuff. I want to unlock the Snow chalet itself and the extra items, but now I won't have enough time. Is it supposed to start from the very beginning again? Why won't it start from where it was left off like the other quests?
