Stuck On Level 9

I’m currently stuck on level 9. I do tasks to gain XP however, one of the requirements to level up is to add a sim. My town is maxed out and the only way to add a sim is to level up or be a VIP 6 so obviously I can’t level up if I don’t add a sim and I can’t add a sim if I can’t level up. Mind you, the only way to reach a higher level of VIP is by purchasing things. I shouldn’t have to purchase anything to level up it just isn’t fair.
