Are you currently building something else in town? You can only build one building at a time, rush the building under construction using Lifestyle Points or wait for it to finish
This is the store on the other side of the road from the Custume and Swim Store, across the river from the Salon and Pet Store, do you have the right building?
Does the pop up specify which quest you need to finish first? Do you have a screen grab of it?
