URGENT Timed Event Blocked: Granite Station Unavailable

I seem to have encountered a bug after the latest update. The entire first floor of the Downtown Developer mall is inactive and none of the resource stations can be used. Because of this, I cannot collect Granite and cannot complete the timed quest/event. I have already updated the game, restarted it several times, and the problem still remains. Since this is a time-limited event, I am losing valuable time and may not be able to finish it. Has anyone else experienced this issue, and is there a fix?
