I am on level 23 and have cleared land a bunch of times. I have improved lifestyle a number of times also and got confirmation for room expansion twice, but expansion is still locked in build mode.
I have not been able to expand since level 12
You can click on the diamond at the top of your screen to see when new grounds unlock.
