Its been 5 months.. and I can't purchase anything and I don't know what to do... i've checked my connection and nothing
If those step haven't helped, you'll want to get in contact with Apple support directly so they can review this transaction further with you to see what's causing this error.
Apple is no longer helping with this issue. I repeat : Apple is no longer helping with this issue! They're blaming it on a banking error, more specifically, your bank or you, not confirming a transaction...but when you contact the bank they cant find the transaction because there ISN'T one, because it never even completed a initial purchase in app. This is an app level issue...your bank or apple(phone company) will not be able to help.
