Can't purchase in the sims mobile

Its been 5 months.. and I can't purchase anything and I don't know what to do... i've checked my connection and nothing

    Apple is no longer helping with this issue. I repeat : Apple is no longer helping with this issue! They're blaming it on a banking error, more specifically, your bank or you, not confirming a transaction...but when you contact the bank they cant find the transaction because there ISN'T one, because it never even completed a initial purchase in app. This is an app level issue...your bank or apple(phone company) will not be able to help.
