Help: Can’t marry NPC at relationship level 9

Hi there, I’ve spent a ton of coins and simcash making this NPC my man but we’re currently at level 9, can’t get engaged or move in as the options aren’t available and I’ve just paid £4.99 for extra SimCash especially so I’d have an option for them to move in, pls help this newbie 🙂
