Yup, a sim with blue plumbob is controlled by another gamer, @fxkoff. You gotta wait until they approve your request, then you sim's husband can finally move in, however longer that can be. Aside from having a communication here, you can also try to go to the player's party once it's hosted and use the party chat option.
@terogamusaudiHaz there are allot of players that won't give up their Sims. When you ask another player for their sim to move in, the original owner looses their sim. The original owners sim may already be married in the original owners game too. it's best not to have romantic relationships with another player's sim unless it's discussed before the start of the relationship.
