Essentially because it is a test server.  The fact you are killing bases is not noted by the developers, they need to get on with their job of developing.

I like server with NO POI, as i think NO POI encourages all player to play better rather than just sucking up bonus which only a few have acquired for the whole alliance. With no bonus i am seeing my own inabilities and the need for self improvement. On another thought if we are having POI why not also have $$$ POI ?
