Camp Bug

I'm not sure if this is a bug, but when an account starts new, only one camp is spawned. Even after waiting multiple hours (overnight), the new account is just spawning one camp. Is this a design feature (one camp spawns up to a certain base-level) or is this a bug?

World is Wrath 18 and the current base level is level 8 with account being around 24 hours old on world.

UPDATE: Once my Offense Level reached level 10, two camps started dropping. Not sure if this is coincidence or not.

    I think this is by default Speir, to fit in with the first few missions on the side.
    ie, hit the camp, lvl up your OL, hit the next higher lvl spawned camp etc etc.
    I never saw more than 1 camp spawn at a time at the start, unless you are in an alliance and next to other members.

    Yes, those low level camps are your "Tutorial Camps". If you level up your base without progressing through the starting missions to a base level where you can move your base you may start to generate regular camps and OPs. However the low level camp will stick with you until you finish them off.
