Copy the link you need.
Log out of here (not just close window/tab).
Log into the ea.com platform via Play or Login at tiberiumalliances.com
Then paste the link in a new tab. That should get you to either world. Once you're on the world the Options should take you to the in-game changer and allow changing of worlds. If it doesn't, refresh the screen with F5.
The game doesn't support IE (Internet Explorer) so you would be more successful with Chrome, Firefox or one of the many alternatives. - I noticed that sometimes its already enough to log out, close the browser, open it again and sign back in and it will work, without clearing cache and cookies.
Also, as @gamerdruid has pointed out: older Internet Explorer versions are not really supported by us anymore. We currently support Chrome, Firefox, Edge and Safari. - Stop the "bs" it is not a browser problem ,the problem is at the source,remove that false pretend of emptying caches and cookies it does absolutely NOTHING. The problem is NOT on the players side but STRICTLY from EA, Envision or both!
- This is a thread from well before the current issues. At that time clearing cache etc was working to correct the problems. Currently it will not do so as you point out it is a server connection issue and not a local problem.
