Issue with base killing itself

I was looking around Tiberian 64 and found this: Is this how a server cleans up inactive players? Help we with this, as I am confused as to why the owner and the conqueror are of the same name...

    The monitoring of the forums is done by volunteers from around the world.  Unfortunately people need to sleep and machines don't so combatting them is difficult.  If you see a post that is obviously spam such as the one you mention then please use the cog at the top right to report the post or click on the member name and then use the cog to report  the member - without reports they won't be deleted until a volunteer wakes up.

Inactivity. It happens 6 months after last login date. Players base are killed and player account is marked inactive. But they are still visible in ranging. They are removed from ranking list with the nearest patch update / maintenance. Therefore after update active player rank  can change.
