This is not just on the PTE and is an old 'feature' - think of it this way:
The generals order an attack on Barcelona and send enough troops and equipment to fight 3 waves of attack. The camp (Washington - or whichever city you wish :-) ) is destroyed in a battle but the troops don't know this and continue to fight whatever waves are left.
That explanation seems coherent but... how many waves can I send against another player even though my base has been destroyed? Same amount, more?
OH! I can't.
So that doesn't seem like a coherent mechanic to me, but only my personal opinion. O:-)
