The worlds you mentioned are generally available. Do you have any scripts installed which may block access to those worlds? Maybe a firewall or your local router that blocks the access? Also on Windows you might want to check your local DNS cache:
- Start a command prompt as Administrator
- Run: ipconfig /flushdns
- To be safe you can also run: ipconfig /renew

The servers are working well - there would be a long list of posts about issues. Try https://cncapp08.alliances.commandandconquer.com/320/index.aspx?langPreferred=en_US
as a direct link to the PTE test server. It is very possible the connection into Ukraine is being interrupted by on-going fighting and power outages at crucial points in the network.
