Yeah. I can't find an answer to my question anywhere. EA support wouldn't even answer my question. They gave me the link for the forum and told me I had to post my question here lol I'm not surprised.

You could try and reset the app but its possible the quest line might have been limited time?Dunno, I cant remember it exactly, but wasnt he clearing snow and competing with Homer at Christmas time etc... Wouldnt make much sense as a questline right now...

Wouldnt make much sense as a questline right now...this is true but it would be the same as our new Stonecutter Disco Stew, Jasper, etc that we have won.. when I get Disco Stu in 2 months or so, the Stonecutter Quest wont make much sense, but it will still activate..OP, i would E-Mail them again, in the same convo even, telling them that its a broken part of the Game that you need them to Force through or reset on their side, for you.. Its been done before and it will be done again =)

I understand what you're saying, but aren't the quests tied to the skins?

exactly, yes they are, so they should activate as soon as the Skin is applied.

Are all your characters free when you selected the skin for barney or were some people on tasks?

I did the exact same thing, as in won Plow King at Christmas and just saved enough donuts and bought Barney. Plow King quest didn't start for me either but I assumed that's because it's a Christmas only character. When I got Respectable Moe his quest started as soon as I unlocked Moe, but then that skin isn't tied to a particular time of year.

If it turns out to be broken then let me know!

Ahh might be the reason why the skin didnt work, one of the characters needs to be free to trigger the quest line off :) Make sure everyone is doing nothing and then see if anything happens.....if still no then I may have to have a re-think for you ;)
