Basic item questions

I'm kinda new to this game, again. I quit playing for a few years and only came back a few months ago. I see where most of you have bigger stores like Sprawlmart and the Halloween store, but I have no idea where I get them. Are they purchase only? Or do I have to reach a certain level? Maybe i just missed the opportunity? Any feedback would be greatly appreciated!

    Hi, the SprawlMart can be found in the vault, which changes on a weekly basis. Here are the items contained in the vault:

    Some items are limited time but they may be available to purchase again, for example in Special Mystery boxes.
