If you bet on go-kart right after betting on springfield downs, a message saying "another race is going on" or something like that will pop up. Even after springfield downs finishes, you will be unable to bet on go-kart since it is on an 8 hour cooldown.
I don’t think this happened quite as you described in my game, at least to the best of my recollection. Yes, you see a pop-up informing you that both races cannot be simultaneously run. But I didn’t see any evidence that attempting to do so reset the timer for a race. In my case, I (a) ran the Go-Kart race and, while it was still in progress, (b) tried and failed to run a race at Springfield Downs. Once the Go-Kart race had concluded, I immediately ran a race at Springfield Downs.
