Can't visit friend's towns despite them updating

I updated on my iPad for the valentines day theme, got the 3 donuts and scratch off and 9 hearts. Then went into my village on my iPhone and it was still winter theme, updated it. Returned to my iPad, zero hearts, but it did give me 3 more donuts and reset my xp. Still can only visit 2-3 neighbors out of 50. Sigh
