It's definitely not just you, earlier in the issue I started a thread saying the same and got a lot of response agreeing with me and you. I did do tests to count and mine had 100% changed, even with hard to find criminals, it still wasn't adding up as it should. I'm still on a new, low, spawn rate, but luckily I went on the game every two hours, so was able to complete all the tasks. I started trying to find out why some people were getting lower spawn rates, but I got no feedback.
