Criminal spwning

My husband complained that the rate of criminal spawning had slowed in his SF. Then mine seemed pretty light of them this morning. I just cleared SF and went back after 35 mins. I only had 4 so that would seem to support a 10 minute rate rather than a 5 minute spawn. I've been getting 3 free donuts each day but doubt I'll get 6000 Rays before issue 4 now.
