This has been an issue for quite a while now, but creating a separate map for a new portion of Springfield is a terrible idea. One of the biggest reasons KL failed was precisely because of that. Everyone was excited about it when it first came out but once it became a norm, people got tired of it and now you'd be hard pressed to find old players ever visiting it.
Personally, I think they should create long chain versions of commonly used decorations. A group of trees. 4 and 8 length fences, walls and hedges, etc. that would sagificantly increase the decoration limit.
Perhaps they need to re optimize the games graphics engine.
Long story short, splitting the map into two or starting shelbyville will only lead to another failure like KL.
