The price increase for donuts (for Canadians) took effect around January 20th, and as several others mentioned it was due to the weak exchange rate. The price for a boatload of donuts went up from $119.99 to $139.99 in Canada, and it's likely that some other countries were affected as well.
The change was not limited to Tapped Out though. According to an article I read, Apple sent a document to developers advising that prices for apps, games and in-app experiences were set to increase near the middle-to-end of January. So If you go to the Apple App Store you'll notice a lot of apps that used to be $1.19 also went up to 1.39. And as someone else mentioned, a lot of in-app purchases in other popular games went up in price as well.
Kinda sucks. When I started playing TSTO, I remember only paying $99.99 for a boatload. Now that it's $139.99 for the same number of donuts, it's a bit harder to justify buying them. Hopefully Gil stops by with a discounted donut offer soon!
