It actually depends on what level you're on. Early levels you'll easily get a half a star per cleaned graffiti. But in the later levels its not happening.

This right here. I get my town graffiti'd maybe 6 times a day and that's still not enough. One second I'm at full righteousness, the next i'm down to half a star. Also i have a question for people. Does visiting your friends' cities increase righteousness by itself? Does spray painting at all reduce your own righteousness? And does cleaning up graffiti in other towns increase your righteousness anymore than tapping other buildings? I ask this because apparently Sideshow bob has a 10% chance to appear, and that chance is added every time you visit a town so refusing to tap him in a neighbor's town would be like refusing to tap him in your own. So I wasn't sure if this applied to other aspects.
