Feeder towns is it cheating??

There is nothing in the TOS prohibiting it; if that is what you mean.

For a long time now the devs have been making it so that having multiple "feeder" towns is no real help anyway.

Many people have multiple towns for other reasons than trying to feed a main town with something. For example, I have two towns. My B-town is totally freemium and was started as an experiment to see how things were going for newbies at the time.
