No it's not cheating. I did it for a while and ended up dropping my extra town - way too much work on events like this this. The game became a part-time job and not fun at all.
Maybe my opinion is biased since I did do it but the truth is you don't get a lot of extras for visiting and dropping off things in your second town so your neighbors aren't missing much by not receiving your mutant seeds.
It was great when the corn and boardwalk section glitch was going on.
